Agenda: COBIA persistence mechanism

Summary: the document outlining the COBIA persistence strategy has been revised and updated. The motivations behind the solution proposed have been inserted in the document. It reflects now the opportunity given through COBIA to simplify the persistence mechanism compared to the current strategy relying exclusively on COM persistence interfaces. The document stresses out that the solution proposed does not induce any change in existing COM PMEs and PMCs even if they are supposed to access their COBIA counterparts. The solution proposed for COBIA supports human-readibility in persisted object data in order to provide better sustainability in persisted data. Some further review and polishing are necessary before handing out the document to Management Board and other SIGs.
