Proposal of a new Parameter Common Interface specification within the COBIA project context, response to the Errata & Clarifications on Utilities Common Interface specification, proposal of Reporting Common interface (first replies to request for comments).

Went through the comments received from Intelligen, ProSim, Daniel WAGNER and stopped halfway through the comments received from Mark STIJNMAN (Shell Global Solutions). Remaining comments to be addressed on December 13 conference call
